ENOC
Established in 1997, the European Network of Ombudspersons for Children, or ENOC, links 42 independent children’s rights institutions from 34 countries in Europe.
Its aims are:
- to encourage the fullest possible implementation of the United Nations Convention on the Rights of the Child
- to support collective lobbying for children’s rights
- to share information, approaches and strategies
- to promote the development of effective independent children’s rights institutions.
ENOC is financially supported by the Rights, Equality and Citizenship Programme of the European Commission.

ENOC news
ENOC was one of 26 organisations to recently sign a letter to the new EU Commissioner for Migration and Home Affairs. The letter calls on the Commissioner to:
- personally commit to take measures to realise the rights of every child affected by migration, regardless of their or their parents’ migration status
- address all rights violations of every every child affected by migration, regardless of their or their parents’ migration status.

Members’ meetings
ENOC holds one major members’ meeting each year, as well as occasional special meetings. These are hosted by a member institution or by ENOC.
The aims of these meetings include:
- sharing information on members’ activities and strategies
- discussion of particular themes and adoption of position statements
- network business.
ENOC invites independent children’s rights organisations from outside Europe to attend as observers, as well as representatives of international organisations and European inter-governmental organisations. Other observers are invited at the discretion of ENOC’s Bureau.
